Within the body of Turkey Foundation for the Deaf and pioneered by the second president of Turkey İsmet İNÖNÜin 1970, Turkey Hearing and Speaking Rehabilitation Foundation (TIV) was established in Istanbul as a president for 50. Anniversary of Turkish Republic in 1973.
The first administrative board of TIV which was established by 25 borad of trustees who came together in Istanbul General Provincial Council in April 21, 1973 included Hon. Dr. Kerim Altınkaynak, Prof. Dr. Safa Karatay, İffet Halim Oruz, Remzi Baykan, Hikmet Sayın, Dr. Nurettin Sözen, Att. Şevki Çorat, Hasene Ilgaz, Sen. Eng. Nahit Kutlutan, Att. Kamil Becerikli, Kemal Tüzel, and Att. Muzaffer Kurtul.
Within the history of 33 years, TIV has been involved in many national and international activities and become a member of WFD (World Federation of the Deaf), IALP, and IFHOH and conducted many studied with them. TIV has also both financially and inwardly supported sports clubs, successful sport s people, and Sports Federation by providing financial opportunities to the teams which attended the Olympic Games and giving prizes to them.

Additionally, TIV has co-worked with the federation giving strength to other organizations. TIV has also helped Darülaceze that supports the ones in need. Helping to provide necessary materials to the schools for the deaf and building additional buildings in those schools are the other activities of TIV. In order to present the works of the deaf people,TIV has organized festivals. With the financial support achieved from these festivals, TIV has also helped the development of otorhinolaryngology departments in many hospitals. With the purpose of extending the activities of the foundation, it established Local Administrative Boards. In 1995, TIV has put great effort to organize IFHOH Congress in Istanbul, which provided considerable dignity to Turkey.
